As our Road & Bridge Manager, you will coordinate the professional performance and administration of the Archuleta County Road & Bridge Division. You will plan, direct, and organize the activities of the department, including road and bridge construction and maintenance, and the right of way technician position. Provide professional and technical staff assistance and perform complex development, planning and project management. Serve as a member of the senior management team. Oversee numerous division maintenance projects to ensure efficiency and quality in this work. This key leadership role is responsible for critical interaction and collaboration with maintenance supervisors, field staff, contractors, and vendors, as well as the County Manager and Elected Officials. This position is involved in the planning and implementation of strategic initiatives by applying a high degree of integrity and business acumen. You will promote excellence, dependable performance, responsible customer service, pride, initiative, commitment, cooperation, safety and a team approach throughout the department. Develops, recommends, and administers goals, objectives, policies, procedures and priorities related to the operation of the Road & Bridge division. Attends meetings and conferences including presentations to the Board of County Commissioners. You will provide direct and indirect supervision through subordinate supervisors, employees, and functions; provide broad direction, oversee policy and procedure standards, and evaluate performance of supervisors, direct reports and operations; conduct second-level review of performance evaluation; resolve pervasive and complex personnel problems. MINIMUM QUALIFICATIONS Any combination of experience and training that would likely provide the required knowledge and abilities may be qualifying. Education: A bachelor’s degree in public administration is a plus. Advanced certification/experience in construction management. Experience: Minimum of ten (10) years of hands-on experience in heavy equipment operation, snow removal management experience and road maintenance planning logistics. Minimum of five (5) years of supervisory or managerial experience. State or municipal public works experience is preferred. An equivalent combination of education and work experience that satisfy the requirements of the job may be considered. Licenses and Certifications: Valid A Colorado Driver’s License. Flagger certification through CDOT or the ability to obtain when training is available. KNOWLEDGE, SKILLS AND ABILITIES: Ability To: Ability to read, analyze, and interpret general business periodicals, professional journals, Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community. Communicate clearly and concisely, both verbally and in writing, and make effective public presentations. Act as an official representative of the County in a professional manner with local, state, and national agencies and organizations. Organize, direct, and coordinate the activities of a large and diverse department encompassing multiple functions. Develop and recommend policy and procedure to generate efficient department operations, personnel, and functions. Recommend and implement short- and long-range planning impacting department operations, services, staffing, and financial goals and resources. Negotiate and manage contracts for service. Supervise and mentor professional and support staff in a productive and positive manner. WORK ENVIRONMENT AND CONDITIONS Work is typically performed in a variety of environments both indoors and in an outside environment. Incumbent experiences routine exposures and hazards of a typical office and field work environment. May frequently require travel to distant areas of the county. The incumbents working conditions are typically moderately quiet, but may be loud at times. Work is primarily conducted indoors with occasional time spent in an outside environment. Incumbent experiences routine exposures and hazards of a typical office environment and occasional exposure to all types of weather conditions, dust, solvents, grease and oils as required to monitor and inspect construction and development projects. May travel to other County office locations or work sites. Requires occasional reaching, bending/stooping, kneeling, squatting, and twisting to inspect construction sites and negotiate around equipment. Requires the ability to sit and perform administrative and computer work for significant periods of time. Ability to read and understand complex plans, specifications, blueprints, and technical reports as required for the performance of the job. Requires manual dexterity to operate computers and standard office equipment.
