The Nuclear Command, Control and Communications Futures department, N132, seeks a Senior Principal Department Chief Engineer (CE) who can integrate across the division, partner Program Divisions, MITRE Labs, NSEC Outcome Leads and externally with key stakeholders to lead critical technical aspects of the work program. The CE will be a core leader in enabling the mission strategy of MITRE Nuclear Enterprise work. In January of 2020, Admiral Richard, Commander of STRATCOM stated: NC3 is as important to the strategic deterrence mission as the delivery systems and weapons complex, and we are in equal need to recapitalize it alongside the delivery systems. Additionally, the Nuclear Posture Review stated, It is not possible to delay modernization of our nuclear forces if we are to preserve a credible nuclear deterrent¦Todays NC3 system is a legacy of the Cold War, last comprehensively updated almost three decades ago¦While once state-of-the art, the NC3 system is now subject to challenges from both aging system components and new, growing 21st century threats. Of particular concern are expanding threats in space and cyber space… As a result, MITRE has an NSEC Nuclear Enterprise objective to ensure the DoD is executing to deliver the future nuclear enterprise, enabled by composable and responsive capabilities and an agile acquisition roadmap to effectively and affordably field evolvable nuclear weapon systems and a future NC3 infrastructure to maximize strategic deterrence by 2025. Roles and Responsibilities: This position will be part of the N132 leadership team, a large focus will be on execution of the future visions as defined by the work programs within the enterprise. These responsibilities include those listed below. Technical Quality Lead technical quality efforts and development of technical quality standards within N132 in areas such as: networking, software, and systems engineering. Partner with business and people leadership, providing input on quality of goals to operationalize the good growth strategy – this includes quality of staff hired, development of staff, and training initiatives to ensure appropriate technical quality is achieved Drive technical quality across the Nuclear mission area or technical area Technical Impact Ensure the technical strength of the work program by shaping its content, participating in technical product definition and reviews, and bringing a perspective that reflects knowledge of the domain, understanding of the state of the art and practice in technology, and comprehension of MITRE and key external communities. Ensure individual projects are driving change at a technical level, while partnering with project leaders to ensure the project itself is the right level impact for MITRE, during its inception and onset. Provide input into the Mission Value Chains (MVCs) used to trace mission outcomes to MITRE technical work and products, at the department level Provide input into MVCs at the division level Strategy Development Developing and leading execution of the mission or technical strategy and core competency areas, and collaborating at the department/division level to focus on impact and growth of these core competencies. Develop the strategy for enhancing a technical specialty within MITRE or how that specialty is used, including the ability to call for a technical review on a specific project within the scope of the Chief Engineer Develop the strategy for enhancing a technical field within MITRE or how that field is used including research, internal and external initiatives, and partnerships. Staff Development Mentoring and developing technical staff, Leads efforts in deliberately growing the organizations core competency areas and ensuring deliberate early career workforce shaping by growing expertise based on training, mentoring, and project work opportunities. Staff development and input into talent assessment and development planning (hiring, mentoring, and training needs), including senior staff across Centers. Develop and define cultural initiatives in partnership with others to meet desired culture. Partnerships and Initiatives Developing and maintaining relationships with key technical leaders across MITRE program divisions, MITRE Labs, MITRE Platforms, and externally for new project collaboration opportunities, technical skillset development, and technical quality. Working with other chief engineers, support MITREs Innovation Program (MIP), which is MITREs internal R&D program to fund and pursue projects beyond our direct sponsor requests, to generate impact, Innovation leads, Outcome Leads, and Project Leaders to identify and execute work proposals aimed at injecting innovation across critical department projects, and potentially developing new program areas. Coordinating technical outreach to industry, academia, and other stakeholders, ensuring that best practices and technologies are brought to bear on technical products. Minimum Qualifications: Typically requires a minimum of 12 years of related experience with a Bachelors degree; or 10 years and a Masters degree; or a PhD with 7 years experience. A strong leadership presence and demonstrated thought leadership. Active TS/SCI Clearance. Demonstrated proficiency and strength in verbal and written communication skills. Demonstrated proficiency in virtual and live presentation of complex technical issues. Experience in systems engineering with expertise across the development lifecycle from concept development, through requirements definition, system development and integration, and into verification. Preferred Qualifications: Depth in Nuclear Mission areas and an ability to creatively inject innovation into projects. The candidate should also be a recognized expert in at least one of the following areas: ML/AI, software or networking. The candidate should have mentoring experience as well as academic outreach experience. To successfully propose and execute technical initiatives, the candidate needs cursory knowledge of MITREs project leader business processes. The candidate should have demonstrated experience working collaboratively across diverse sponsors/stakeholders to propose, shape, and lead impactful MITRE work. Experience with capabilities trade analysis, mission analysis, information assurance, systems integration, and understanding of the relationships between operational, technical, and systems architecture.
